Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development

  • 17.1 Strengthen domestic resource mobilization, including through international support to developing countries, to improve domestic capacity for tax and other revenue collection What the indicator measures: This indicator measures the ability of a country to mobilize its own resources through taxes and other revenue collection methods, as well as the support it receives from international sources to improve its capacity in this area.

  • 17.1.1 Total government revenue as a proportion of GDP, by source What the indicator measures: This indicator measures the proportion of the country's gross domestic product (GDP) that is generated from the government's revenue sources. It includes both domestic and international sources of revenue.

  • 17.1.2 Proportion of domestic budget funded by domestic taxes What the indicator measures: This indicator measures the proportion of a country's budget that is funded by its own domestic tax revenue. It is an indicator of a country's ability to finance its own operations and development efforts.

  • 17.2 Developed countries to implement fully their official development assistance commitments What the indicator measures: This indicator measures the level of official development assistance (ODA) provided by developed countries to developing countries. It specifically measures the extent to which developed countries have met their commitments to provide a certain proportion of their gross national income (GNI) as ODA.

  • 17.2.1 Net official development assistance, total and to least developed countries, as a proportion of the Organization for Economic Cooperation and Development (OECD) Development Assistance Committee donors’ gross national income (GNI) What the indicator measures: This indicator measures the proportion of the gross national income (GNI) of the Organization for Economic Cooperation and Development (OECD) Development Assistance Committee donors that is provided as net official development assistance (ODA). It also measures the proportion of ODA provided to least developed countries.

  • 17.3 Mobilize additional financial resources for developing countries from multiple sources What the indicator measures: This indicator measures the ability of developing countries to mobilize additional financial resources from multiple sources, including foreign direct investments (FDI), official development assistance (ODA), and South-South Cooperation.

  • 17.3.1 Foreign direct investments (FDI), official development assistance and South-South Cooperation as a proportion of total domestic budget What the indicator measures: This indicator measures the proportion of a country's total domestic budget that is funded by foreign direct investments (FDI), official development assistance (ODA), and South-South Cooperation. It is an indicator of a country's ability to mobilize resources from various sources for its development efforts.

  • 17.3.2 Volume of remittances (in United States dollars) as a proportion of total GDP What the indicator measures: This indicator measures the volume of remittances (money sent by people living abroad to their home countries) in terms of United States dollars as a proportion of a country's total gross domestic product (GDP). It is an indicator of the economic importance of remittances to a country and its ability to mobilize resources from its diaspora.

  • 17.4: Proportion of total official development assistance (ODA) provided to countries on the DAC List of ODA Recipients that is untied What the indicator measures: This indicator measures the proportion of total official development assistance (ODA) provided to countries on the DAC List of ODA Recipients that is not tied to specific conditions or projects set by the donor country.

  • 17.5: Proportion of ODA provided to least developed countries that is allocated to poverty-focused humanitarian and development aid What the indicator measures: This indicator measures the proportion of ODA provided to least developed countries that is focused on reducing poverty through humanitarian and development aid.

  • 17.6: Proportion of total bilateral, sector-allocable ODA of Organization for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) donors to basic social services (education, health, nutrition, population and reproductive health, water supply and sanitation) What the indicator measures: This indicator measures the proportion of total bilateral, sector-allocable ODA provided by OECD Development Assistance Committee (DAC) donors to basic social services such as education, health, nutrition, population and reproductive health, water supply, and sanitation.

  • 17.7: Proportion of total bilateral, sector-allocable ODA of OECD DAC donors to least developed countries that is provided to help build trade capacity What the indicator measures: This indicator measures the proportion of total bilateral, sector-allocable ODA provided by OECD Development Assistance Committee (DAC) donors to least developed countries that is used to support building trade capacity.

  • 17.8: Proportion of ODA provided to build trade capacity that is focused on least developed countries and small island developing States What the indicator measures: This indicator measures the proportion of ODA provided to build trade capacity that is focused on supporting least developed countries and small island developing states.

  • 17.9: Proportion of development financing from the public and private sectors mobilized through a participatory and transparent process What the indicator measures: This indicator measures the proportion of development financing from the public and private sectors that is mobilized through a transparent and participatory process.

  • 17.10: Proportion of foreign direct investment (FDI) and other private capital flows going to developing countries that is consistent with and promotes sustainable development What the indicator measures: This indicator measures the proportion of foreign direct investment (FDI) and other private capital flows going to developing countries that is consistent with and promotes sustainable development.

  • 17.11: Proportion of total remittances received by developing countries that is consistent with and promotes sustainable development What the indicator measures: This indicator measures the proportion of total remittances received by developing countries that is consistent with and promotes sustainable development.

  • 17.12: Proportion of total remittances received by developing countries that is channeled through a formal system What the indicator measures: This indicator measures the proportion of total remittances received by developing countries that is channeled through a formal financial system.

  • 17.13: Number of technology transfer agreements and licenses for technologies and associated scientific knowledge, technical assistance and capacity-building support for sustainable development What the indicator measures: This indicator measures the number of technology transfer agreements and licenses for technologies and associated scientific knowledge, technical assistance, and capacity-building support for sustainable development.
